In order to effectively control heavy pollution weather, reduce the impact of heavy pollution weather on people's health and environmental air quality, further highlight precise pollution control, scientific pollution control, and legal pollution control, and ensure public health, in accordance with the "Technical Guidelines for Developing Emergency Emission Reduction Measures for Key Industries in Heavy Pollution Weather (Revised in 2020)" issued by the Ministry of Ecology and Environment, enterprises are divided into four levels: A, B, C, and D through differentiated indicators such as equipment level, energy type, pollution control technology, emission limits, unorganized emissions, monitoring and control level, environmental management level, transportation mode, and transportation supervision. In response to the government's call and in accordance with the "Technical Guidelines for Emergency Management of Mobile Sources in Key Industries with Heavy Pollution Weather", we have launched an environmental access control electronic ledger system solution using license plate recognition as a technical means.

The environmental access control electronic ledger management system is designed to meet the practical needs of precise management and quantitative analysis of vehicle ledgers for polluting enterprises, which are key projects under the control of the Ministry of Ecology and Environment.
